Prospects for Malaysia Baru: Constitutional Change Without Changing the Constitution
Professor Andrew Harding is a well-known expert on comparative constitutional law, who has devoted much scholarly time in studying Malaysia as well as other Southeast Asian countries, and authoring or editing more than 20 books. He is a former Director of the Centre for Asian Legal Studies, National University of Singapore and the former Head of the Law School at the School of Oriental and African Studies, University of London. His book, The Constitution of Malaysia: A Contextual Analysis (2012) is well known amongst Malaysian students and lawyers.
In this lecture Professor Harding will assess the constitutional changes effected by GE14 and its aftermath, and changes in many areas that are under discussion inside and outside the government. He will then argue that there now emerges a rare opportunity to thoroughly reform the state in fulfilment of the ideals of a tolerant and inclusive society, and accountable and transparent institutions operating under the rule of law.
