Data Sharing Tools
Sunway University's Pandemic Control and Management Research (PCMR) initiative collaborates with a coalition of advocates and advisors from Several institutions led by the Malaysian Government. This coalition is dedicated to developing tools that address legal process challenges in computational medicine research.
The CMLA, in conjunction with the coalition, has conducted research on pain points and delays in data sharing for computational medicine research for non-commercial purposes. Together, they have developed customisable tools designed to expedite the review process involved in inter-institutional data sharing while ensuring consistency across institutions' knowledge-sharing infrastructure.
These tools include:
- A guide for sharing health data featuring a fillable research cover sheet, an issues guide, and a red flag checklist for researchers.
- Review process flow maps and templates illustrating the review process at example institutions, allowing institutions to outline their own review processes.
- An annotated template data use agreement (DUA) based on the template agreement created by the Federal Demonstration Project. This template simplifies requirements compared to most data use agreements while retaining core structure and provisions.
- A downloadable clean DUA that legal teams can use to streamline negotiations.

Through collaboration and innovation, PCMR aims to facilitate efficient and responsible data-sharing practices in pandemic control and management research.
