Professor Dr Roziah Mohd Janor, a Professor of Statistics at the Faculty of Computer Sciences & Mathematics, UiTM, Malaysia. Her area of teaching and research include Statistical Modelling, Measurement in Quality, Data Envelopment Analysis on Departmental Efficiency, University Impact Study, Structural Equation Modelling, Customer Satisfaction Modelling, and Survey Design, Learner Success Model, Values Survey, Online CPI and University Impact Study.

She has served UiTM for 30 years in various capacities as fellow at the then Institute of Quality and Knowledge Advancement, as head of strategic information UiTM, as Director of Academic Quality, and as Director of Curriculum Affairs, UiTM.

Served as Assistant Vice Chancellor at Institute Quality & Knowledge Advancement, UiTM for 5 years managing all the quality initiatives of the university, including institutional accreditation, programme accreditation, quality excellence model, quality management systems, Innovation @ Work and the University Ranking Project.

An educator at heart who immerses herself to students’ wellbeing, she is the driving force behind the Education Group’s mission to provide a holistic and inclusive learning environment for all. Elizabeth holds a Master of Philosophy (MPhil) in Education from the University of Cambridge. Her many awards and accolades include two honorary doctorates, from the University of Nottingham, United Kingdom, and Victoria University, Australia, respectively.

Ybhg. Prof. Dato’ Dr. Mohammad Shatar Sabran


Chief Executive Officer, Malaysian Quality Agency (MQA)


Ybhg. Prof. Dato’ Dr. Mohammad Shatar Sabran was elected as the Chief Executive Officer of the Malaysian Qualifications Agency (MQA) in February 2021. Prior to his current appointment, he was the Vice-Chancellor at Universiti Pendidikan Sultan Idris, and before that he was the Deputy Vice-Chancellor (Student Affairs and Alumni) at Universiti Putra Malaysia (UPM) having risen through the ranks since he started his career there as a tutor with the School of Social Sciences at the Faculty of Human Ecology back in 1994.

He holds a Masters in Community and Regional Planning from Iowa State University, and a Doctorate in Leadership and Community Development from the University of Missouri, United States of America. YBhg. Prof. Dato’ Dr. Mohammad Shatar Sabran has received various awards which include the Darjah Dato’ Paduka Mahkota Perak (DPMP) which carries the tittle Dato’ by the Sultan of Perak in 2018, and the Darjah Indera Mahkota Pahang (DIMP) by the Sultan of Pahang in 2014.

Ybhg. Prof. Dato’ Dr. Mohammad Shatar Sabran has provided professional consultant locally with the Public Service Department (Malaysia) and the National Drug Prevention Agency; as well as internationally with the Tomorrow People Organization, Asian Productivity Organization (APO), and the Community Development Academy (CDA).

Professor Graeme Wilkinson

Professor Graeme Wilkinson is the Vice-Chancellor of Sunway University. He is from the UK and is a physics graduate of Imperial College London and holds a doctorate from Oxford University. He has worked in management consulting and was formerly an environmental science specialist with the European Commission in Italy. He held senior management positions in three UK universities before coming to Malaysia in 2012. His current research interests are in higher education and in advanced technologies and their impacts on society.

Professor Datuk Dr. Asma Ismail (Ph.D)


Chairperson, Malaysian Qualifications Agency Council


Prof. Datuk Dr. Asma Ismail is a woman of many firsts. She was the first female Vice-Chancelor of Universiti Sains Islam Malaysia (USIM) in 2012, and the first female Vice-Chancelor of Universiti Sains Malaysia (USM) (2016-2019) making her the first woman to be appointed twice as the Vice-Chancelor of a public university. She had served as the country’s first female Director-General of Higher Education (2014-2016) and is currently the first female President of Academy of Sciences Malaysia (2016-2022). She also serves as the first female to be Chairperson of the Malaysian Qualifications Agency (MQA) (1st Jan 2019 – 31st Dec 2021). Her current position is as the Ibn Sina Chair for Medicine at UIAM (2020 -2022). She also serves as an honorary Professor at the Institute for Research in Molecular Medicine, USM and Associate Research fellow at the Biotechnology Research Institute, Universiti Malaysia, Sabah.

Her landmark contributions to Malaysia’s higher education system include the establishment of the prestigious National Academic Award (Anugerah Akademik Negara), the establishment of Research Universities in Malaysia and also in co-helming the development and implementation of The Malaysian Education Blueprint (Higher Education) 2013-2025.

Dr Cheng Mien Wee

Dr Cheng Mien Wee is a senior administrator with Malaysia’s Sunway Education Group. She has worked more than 30 years in private and cross-border higher education programmes involving Malaysian, Australian, UK and US institutions. Mien received her Bachelor of Science with Education and Master in Education from University of Malaya, Master of Arts in Work Based Learning from Middlesex University, UK, and PhD in Education from Monash University, Australia. Her research includes higher education reforms in Southeast Asia in globalising times. Mien has engaged with research projects funded by the Malaysian government and presented papers at local and international conferences.

Professor Sibrandes Poppema


President, Sunway University


Professor Sibrandes Poppema is the President of Sunway University and a Tan Sri Jeffrey Cheah Distinguished Professor and Advisor to the Chancellor. Professor Poppema is a specialist in Immunopathology and he is among the top 2% highly cited authors in the world in the field of immunology. Professor Poppema was awarded a Knighthood in the Order of the Netherlands Lion for his scientific achievements by Queen Beatrix of the Netherlands Most recently he was awarded the Officer’s Cross of the Order of the Merit of the Federal Republic of Germany by President Frank Walter Steinmeier. He’s currently driving the establishment of the Sunway Medical School and is involved with promoting scientific and educational collaboration with the University of Cambridge, the University of Oxford, Harvard University and the Massachusetts Institute of Technology (MIT).

Dr. Kyi Shwin


Rector of Yangon University of Foreign Languages, Myanmar


Dr. Kyi Shwin joined Mandalay University as an English tutor in 1986. He got his Ph.D in 2007 from Yangon University specializing in online teaching. He took the leadership post in higher education as a college principal first in January 2010. He is also working as a Myanmar representative to ASEAN Qualification Reference Framework Committee since 2013 promoting Myanmar education to be able to reference with regional and international education. He became the Rector of Banmaw University in 2014. Dr. Kyi Shwin moved to Yangon University of Foreign Languages in 2016 where he is serving as the Secretary General of Myanmar National Commission for UNESCO starting from 2016. Later in 2019, he was appointed as Myanmar Representative to UNESCO Executive Board. He is also working as the Vice Chairman of Myanmar Rectors’ Committee and resource person for National Accreditation and Quality Assurance Committee under Myanmar National Education Policy Commission.

Dr. Alyssa Peleo-Alampay is currently Assistant Vice President for Academic Affairs (Academic Assessment and Development System) of the University of the Philippines System in charge of quality assurance for all of its 8 constituent universities. She is also the Vice President of the ASEAN Quality Assurance Association (ASEAN-QAA).She is a Professor of Geology at the National Institute of Geological Sciences at the University of the Philippines, Diliman. She obtained her B.S. and M.S. in Geology at the University of the Philippines and her Ph.D. in Earth Science at the Scripps Institution of Oceanography, University of California, San Diego, USA.

Dr. Choltis Dhirathiti is currently a Executive Director of the ASEAN University Network (AUN),an inter-governmental organization under the ASEAN Secretariat. He is also a Lecturer in Politics at the Faculty of Political Science, Chulalongkorn University, Thailand.Choltis has been teaching normative political theory at Chulalongkorn University since 1996. His academic research interests include history of Western political thought, philosophical idealism and political ethics. His public services to the public sector in Thailand involve thinking-skill trainings and public sector strategies.Choltis has worked for ASEAN University Network (AUN) since 2009 where he employs his experience on public sector strategies, policy consultancy and human resource development to the work of regional and multilateral cooperation among universities in Southeast Asia.

Dr. Khairul Salleh Mohamed Sahari


Deputy Chief Executive Officer (CEO) (Quality Assurance) of the Malaysian Qualifications Agency (MQA)


Dr. Khairul Salleh Mohamed Sahari is currently the Deputy Chief Executive Officer (CEO) (Quality Assurance) of the Malaysian Qualifications Agency (MQA) since May 2019. As the Deputy CEO (Quality Assurance), he is responsible for all quality assurance (QA) activities of the agency which includes policy and standards development, QA assessor development and deployment, accreditation of higher education programmes and providers in the country, equivalency evaluation of foreign qualifications, comparability exercises on QA processes and outcomes, accreditation of prior experiential learning and internal management of the agency.

Prior to the current post, he was a professor at Universiti Tenaga Nasional (The Energy University), holding the posts of Assistant Vice Chancellor (Academic), Director of Strategic Planning Centre and senate member of the university, among others. He is also an active assessor for accreditation of engineering programmes under the Board of Engineers Malaysia.

Dr. Khairul obtained his Bachelor in Mechanical Engineering from Waseda University, Japan in 2000, and his PhD in Engineering from Kanazawa University, Japan in 2006 respectively. He is a senior member of IEEE (the Institute of Electrical and Electronics Engineers) and is a Professional Engineer registered with the Board of Engineers, Malaysia, and a Chartered Engineer registered with the Engineering Council UK. His research interest is in the area of robotics, mechatronics, artificial intelligence and control.

Assoc. Prof. Dr. Andy Liew 


Pro Vice-Chancellor, HELP University


Assoc. Prof. Dr. Andy Liew is currently the Pro Vice Chancellor in HELP University, Malaysia. He has held senior administrative positions in various conventional and open distance learning higher education institutions in Malaysia. He is one of the pioneer staff who works closely with the founding members in establishing two tertiary institutions in Malaysia i.e. Allianze University College of Medical Sciences and Wawasan Open University. He is a resource person and appointed assessors for the Malaysian Qualifications Agency and Ministry of Higher Education. Through his involvement at the various international level organizations and projects, he has built an extensive network with peers from renowned Open Distance Learning (ODL) institutions across Asia, Commonwealth of Learning, International Council for Open & Distance Education and UNESCO Bangkok. His current interests include digitisation and digitalization transformation of higher education institutions, quality assurance in online learning, accreditation of prior experiential learning and change management.

Dr. Abd Karim Alias is a Professor of Food Technology at the School of Industrial Technology, Universiti Sains Malaysia (USM) and current Director of the Centre for Development of Academic Excellence. He has been teaching at USM for over 25 years (since 1994). He was the recipient of the prestigious National Academic Award in 2008 for teaching from the Ministry of Higher Education (Malaysia). He has been recognised as the Top 50 Educators in Asia Pacific (2015) by Terrapin Asia and has been awarded with the Malaysia’s Rising Star 2015 Award (Highest research citation in Agricultural Sciences/Food Science & Technology), Malaysia Research Star Award (2017, 2018) and the World's Most Influential Scientific Minds by Clarivet Analytics. Dr Karim is a strong advocate of leveraging the Internet as an alternative medium for learning and teaching. He has developed and maintained a few teaching portals, websites, online courses and blogs related to teaching/learning and research. As of September 2, 2019, his teaching videos on YouTube Channel have received 589+ thousand views from 200+ countries, with an estimated minute watched of 1.7+ million minutes (about 3.24 years) and a total of 2200+ subscribers.

Dr. Fariza Khalid is a senior lecturer at the Faculty of Education, Universiti Kebangsaan Malaysia. Currently, she holds a position as a Deputy Director at the Center of Education Extension, whose role is to manage Open Distance Learning Programfor the university. Her specialization is in Instructional Technology, and her current research interests are instructional design, augmented reality, cybersecurity, and digital citizenship.

As a researcher in Instructional Technology, she is passionate about exploring the potentials of emerging technologies integration into teaching and learning. To share her innovative research in instructional technology, she actively participates in research exhibitions at the international and national levels. Most of her innovative products were results from her practice in a Scholarship of Teaching and Learning. To date, she had won more than 40 awards. Among her achievements was the National e-Learning Award for The Best Edu blog/Wiki (2015), Reimagining & Redesigning Malaysian Higher Education Award 2017 (Virtual Immersive Learning Experience category), the University Best Educator Award 2018, Excellent Performance Award 2014 & 2019, and The Best Quality Practice Award 2019. She is active in giving training on e-learning and emerging technologies for educational purposes inside and outside UKM. Dr. Fariza Khalid had served as a reviewer for various journals, mostly international journals. At present, she is the Editor of the International Journal of Education & Training (InjET). She is currently an Associate Editor for the Journal of Information Technology Education: Research (JITE: Research) and Journal of Information Technology Education: Innovations in Practice (JITE: IIP).

Director for Centre of Instructional Resources & e-Learning (CIReL), University Malaysia Pahang


Dr. Aishah Abu Bakar is the recipient of the National Teaching Award for the Engineering Cluster in the first National Academic Award 2006 by the Ministry of Higher Education. Later, she was awarded The Chancellor Award for Excellence in Teaching in 2007 by the University of Malaya. She was an expert panel and contributor to the publication of national Guidelines to Good Practices: Curriculum Design and Delivery (CDD) by the Malaysian Qualification Agency (MQA). Her research work on assessment in higher education; E-Assessment in Tertiary Learning (EASTeL) has led to several awards nationally and internationally. She was seconded twice to the Department of Higher Education, Ministry of Higher Education Malaysia as the Director of Academic Development Management Division. She played a major role in driving the Ministry of Higher Education’s main policies/initiatives especially under Shift 1: Holistic, Entrepreneurial and Balanced Graduates, Shift 4: Quality TVET Graduates and Shift 9: Globalised Online Learning; of Malaysian Higher Education Blueprint (MHEB) 2015-2025.

As a Pro Vice-Chancellor, Learning and Teaching, she is accountable to lead the development, implementation and monitoring of Taylor’s University’s strategic plan and related policies for teaching and learning within the context of the university’s vision and mission.

She represented Taylor’s University as the Deputy President of the Malaysian Higher Education Institutions Quality Assurance Network (MyQAN) from October 2014 to September 2018. She was one of the panels who developed the Guideline for Good Practices: Monitoring, Reviewing and Continually Improving Institutional Quality for Malaysian Qualifications Agency (MQA).

Dr. Wan Marzuki also involved in many research and development project, as well as research consultant for various agencies with the grants amount more than RM1,685,030.00. He has produced over than 100 articles publication in scientific journals, book chapter publication, proceeding and etc. He also involved as a consultant and expert referee from various ministry and agencies especially related to counseling and mental health, education, teaching and learning, psychological instruments development as well as career development.

Professor Perry Hobson, PhD is a Professor of Tourism at Sunway University in Malaysia. He holds a Bachelor’s degree from the UK, a Masters from the USA, and completed his PhD in Australia. He has an academic background in hospitality and tourism, and has been the Editor-in-Chief of the Journal of Vacation Marketing for over 20-years. Over the years, he has held senior management positions in relation to international engagement, mobility and accreditation, and he is also a Visiting Professor at the Management Centre Innsbruck (MCi) in Austria, an Adjunct Professor at Ton Duc Thang University (TDTU) in Vietnam, and sits on the International Advisory Board of the University of Ostrava (OSU) in The Czech Republic.

Prof. Dr. Hazman Shah Vijayan Bin Abdullah


Technical Advisory Committee Member on ASEAN Quality Assurance Framework by the ASEAN Quality Assurance Network (AQAN)


Dr Hazman was a Professor of Administrative Sciences at Universiti Teknologi MARA until his retirement in 2018. During his 36 years at the university he taught, research and managed programmes and spend a good deal of time as IQA head at programme, faculty and university ;evel. In 2015, Dr Hazman was seconded to Malaysian Qualifications Agency (MQA) AS THE Deputy Chief Executive Officer (Quality Assurance) until his retirement in 2018 and continued to serve MQA as a Quality Assurance Expert until February 2020. In January 2020, he was appointed at the Technical Advisory Committee member on ASEAN Quality Assurance Framework by the ASEAN Quality Assurance Network (AQAN).

He has participated in scores of international QA agency, university and programme reviews, and QA training and students under auspices of World Bank, Asian Development Bank, Asia-Pacific Quality Network, EU-SHARE Consortium, DAAD-DIES and ASEAN Quality Assurance Network. He was a member of the MQA task force which revised the Malaysian Qualifications Framework (MQF) in 2018 and led the referencing of the MQF to ASEAN Qualifications Reference Framework (AQRF) in 2017. He is presently a member of the Finance Accreditation Council of the Finance Accreditation Agency in Malaysia. He continues to be an active contributor on quality assurance of higher education at national and international levels.
